Intervention au Forum des Résistances à Beyrouth – 17 janvier 2010

L’agression sioniste contre Gaza de l’hiver 2008-2009 est la continuation de la guerre de colonisation commencée en 1947. Cette dernière guerre a été préparée politiquement, particulièrement pour le public occidental, par le placement, par les USA et l’Union européenne, du Hamas, du Jihad Islamique, du FPLP et de cinq autres organisations de résistance palestinienne sur la liste des organisations terroristes. Or pour Dirk Marty, rapporteur au Conseil de l’Europe, « se trouver sur cette liste équivaut à une condamnation à mort ». L’offensive contre GAZA avait pour but clair d’exécuter cette peine de mort : liquider la résistance palestinienne à travers la destruction du gouvernement palestinien démocratiquement élu.

Ce que l’armée sioniste réalise avec ses soldats, ses avions, ses chars, ses bombes, les gouvernements européens le réalisent avec des lois qui criminalisent la résistance et ceux qui la soutiennent. Lutter contre l’agression et la colonisation signifie donc aussi aujourd’hui concrètement en Europe lutter pour le retrait des organisations de résistance palestiniennes de la liste des organisations terroristes.

C’est pour cette raison que j’ai lancé un appel le 1er février 2009 au retrait du Hamas et des autres organisations palestiniennes de la liste européenne des organisations terroristes.

In many parts of the West, certain political parties or movements are treated as if they come from the Moon or are alien to any body politic. Their existence among the people is always scrutinised as negative, transitory and something created in a boardroom or a backroom, imposed upon an unsophisticated public that is unable to differentiate a true political programme from empty and simplistic rhetoric. These parties or movements are depicted as if they only address the margins of society who are disenfranchised from any “normal” democratic bodies, and thus, are ramshackle bands that represent a minority constituency. Given their oppositional nature to pre-existing parties, they are outfitted with the label that will serve to keep them isolated from the structures that are already in operation. All of this is to destroy the party or movement by propaganda work rather than analysis of reality.

Removing Hamas from the Terrorist List, What For?

This is not the real question here, the real question should be why Hamas was initially put on the European terrorist list and whether this step was logical or not!

There were no serious justification for putting Hamas on the EU terrorist list; Hamas had not been involved in any terrorist action in any country, and rather it has always condemned terrorism.

What Hamas has done is that it has simply resisted the occupation on the land of Palestine in order to defend its people and to liberate the land and for restoring the Palestinian rights. All the way through its resistance, it only fought against the occupation on its land, and did not affect the security of any country in spite of the "Israeli" government assault on Hamas outside the Palestinian territories i.e. the attempt of assassinating the Head of the Movement's Political Bureau in 1997 in Jordan.

Many European officials have realized the seriousness of this mistake after Hamas' victory in the legislative elections in 2006, this practically prevented any contact between Europe and the representatives of the Palestinian people.

Thus, time has come for correcting this mistake if there is still the will for achieving security and stability in the region.

(It) Nella storia del colonialismo e dell'imperialismo non è una novità la politica che mira a strangolare economicamente e a affamare i popoli considerati ribelli. La novità è che a Gaza le vittime di questa politica sono bollate anche come «terroristi» o quali complici dei «terroristi». La verità è che a Gaza Hamas è giunta al potere democraticamente ed è riuscita a mantenere stretti legami col popolo nonostante tutte le misure, queste sì realmente terroristiche, prese dall'esercito israeliano di occupazione.

Ora è sotto gli occhi di tutti quello che Israele e l'Occidente intendono per democrazia. E' come se agli abitanti di Gaza fosse stato detto: «Votate pure liberamente, ma se scegliete i dirigenti sbagliati (Hamas),non solo sarete stretti d'assedio, affamati e bombardati, ma sarete anche bollati quali complici dei terroristi!»

(fr) Dans l'histoire du colonialisme et de l'impérialisme, la politique qui vise à étrangler économiquement et à affamer les peuples considérés comme rebelles n'est pas une nouveauté. La nouveauté est qu’à Gaza les victimes de cette politique sont aussi stigmatisés comme terroristes ou comme complices des « terroristes ». La vérité est qu’à Gaza, le Hamas est arrivé au pouvoir démocratiquement et a réussi à garder des liens étroits avec le peuple malgré toutes les mesures, elles, oui, réellement terroristes, prises par l’armée israélienne d’occupation.

Tout le monde a maintenant sous les yeux ce qu’Israël et l’Occident entendent par démocratie. C’est comme si on avait dit aux habitants de Gaza : « Votez donc librement mais si vous choisissez des dirigeants erronés (Hamas), non seulement vous serez mis en état de siège, affamés et bombardés, mais vous serez aussi taxés de complices des terroristes ! ».

(Engl) In the history of colonialism and imperialism, the policy which aims at repressing economically and starving the people considered as rebels is not new. What is new is that in Gaza, the victims of this policy are also stigmatized as terrorists or as accomplices of the "terrorists". The truth is that in Gaza, Hamas came to power democratically and managed to maintain narrow links with the people in spite of all the measures, them, yes, really terrorist, implemented by the Israeli army of occupation.

Everybody has now under eyes what Israel and the West mean by democracy. It's as if we had said to the inhabitants of Gaza: "Vote freely but if you choose the wrong leaders (Hamas), not only you will be put under siege, starved and bombed, but you will also be labelled accomplices of the terrorists!".

(FR) Il est des cohérences que l’on ne peut pas nier. Hamas a été élu à la suite d’un processus démocratique des plus transparent qui soit dans la région. Que l’on adhère ou non à leurs thèses n’est finalement pas la question : ce mouvement représente un pan entier de la population palestinienne et il n’y aura pas de solutions politiques à la crise sans dialogue avec les élus du peuple. Refuser ce principe, c’est faire le choix de la guerre en rendant impossible tout processus de paix. Tous les experts et observateurs sérieux le répètent : le dialogue avec Hamas est incontournable et il faut considérer cette organisation pour ce qu’elle est : une organisation et un mouvement de résistance politique.

Hamas came into office after an election that was universally recognized as the freest and fairest ever held in the Arab world. It should be held to the same standard as any other elected government. It is under no legal obligation to "recognize Israel's right to exist" - whatever that might mean. It is under no legal obligation to renounce use of violence to end the illegal Israeli occupation. It is under no legal obligation to uphold past agreements with Israel that liquidated basic Palestinian rights. To impose these obligations on Hamas while Israel refuses to recognize the right of Palestinians to a state in their internationally recognized borders, while Israel continues to deploy massive violence against Palestinians, and while Israel has ignored its obligations under past agreements and international law, is pure hypocrisy. Norman G. Finkelstein received his doctorate in 1988 from the Department of Politics at Princeton University. For many years he taught political theory and the Israel-Palestine conflict. He is currently an independent scholar. Finkelstein is the author of five books which have been translated into more than 40 foreign editions. La liste des personnes et organisations considérées comme terroristes par l’Union européenne est une aberration juridique en soi. Dans l’Etat espagnol, elle a par exemple permis d’empêcher Batasuna - qui recueille bien plus de 100.000 voix dans le pays basque - de participer aux élections. L’existence même de la liste doit être dénoncée. Je soutiens l’appel pour le retrait de cette liste du Hamas et de toutes les organisations palestiniennes parce que la situation est dramatique et parce que, de plus, c’est une insulte que l’Autorité Nationale Palestinienne représente dans les négociations le peuple de Gaza. "On ne discute pas avec des terroristes. C'est un principe admis généralement. Tout le problème est de savoir qui est terroriste? Aujourd'hui ce sont tous les adversaires, ce qui donne bonne conscience aux Etats-Unis, au gouvernement du Président Uribe en Colombie dans ses opérations militaires contre les FARC, au gouvernement de Sri Lanka dans sa guerre contre les Tigres tamouls, au gouvernement israélien dans son agression contre le peuple palestinien.

Je me rappelle qu'à la fin de la seconde guerre mondiale, faisant partie de l'Armée secrète, j'avais été traité de "terroriste" par des soldats allemands. Il fut un temps où l'OLP était qualifiée de terroriste. Ce n'est pas parce qu'une organisation recourt à certaines méthodes répréhensibles moralement, qu'elle est automatiquement terroriste. Ce fut aussi le cas de la Résistance pendant la guerre de 40. Par ailleurs, il y a aussi des évolutions dans le temps. N'oublions pas qu'Israël a aussi été construit comme Etat par un mouvement appellé en son temps terroriste.

Pour la Palestine, la seule voie est la négociation pacifique. Il est donc grand temps que le Hamas puisse être un acteur dans le processus. Une pression politique doit être exercée à cet effet, si l'on veut vraiment arriver à la paix".
